Chief Executive Officer The voice of a region of more than one million people
Seven councils. One region. One voice.
Outer Western Sydney is one of the fastest growing regions in Australia. More than one million residents today, and half a million more expected by 2036. The Outer Western Sydney Alliance is the voice of this community and how its councils speak, plan and advocate as one.

A partnership of Blue Mountains, Camden, Campbelltown, Hawkesbury, Liverpool, Penrith and Wollondilly, the Alliance covers more than 8,000 square kilometres, two-thirds of Greater Sydney. We now seek a Chief Executive Officer to lead it.

The opportunity This is not a conventional council executive role. The CEO translates the strategic direction of the Mayoral Forum into a credible, cost-effective and well-governed operation, and is the principal driver of the Alliance’s advocacy, partnerships and regional programs.

The role brings together seven councils, their Mayors, CEOs, an elected President and the Board behind a shared regional agenda. Influence, not positional authority, is the currency of the role. It will suit an executive who reads political and organisational context quickly, and who builds the trust and consensus that turn a partnership into a united voice.

What you will lead You will position the Alliance as the credible regional voice for outer western Sydney, and deliver its business plan and objectives. Central to the role is advocacy to the Commonwealth and NSW Governments on agreed regional priorities: transport, jobs, housing, skills and the environment. This is built on trusted relationships across Member Councils, government agencies, community organisations and regional partners.

You will scope and deliver the projects Member Councils elect to pursue, lead Alliance staff and resources, and steward shared funds with discipline: budget development, financial delegations and rigorous governance under the Constitution and the Act.

What you will bring You are a senior executive with experience leading large or complex organisations, ideally in or around local government. You bring a strong record in advocacy, intergovernmental relations or public policy, with the credibility to represent a region to senior levels of government, and sound commercial and financial judgement.

Above all, you can influence and align diverse principals without direct authority, exercising political acuity, sound judgement and a strong governance instinct, with the gravitas to operate as a trusted advisor to General Managers and elected members.

Familiarity with the outer western Sydney region, experience within the Local Government Act 1993 (NSW) framework, and tertiary qualifications in public administration, policy or business will be well regarded.

Why this region This is a region where town and country meet: World Heritage landscapes, the Hawkesbury–Nepean and Georges Rivers, established centres and fast-emerging suburbs. Its councils employ around 4,400 staff, spend more than $1 billion a year on services and invest a further $660 million in community infrastructure. Few roles in Australian local government offer this scale of regional influence.
