Gareth Broadrick leads Capstone Local Government. He holds an MBA (Executive) with a research focus on government workforce planning, has worked in both local and state government executive recruitment for over 25 years, and is the author of the Capstone Government Selection Framework - the methodology applied to every Capstone engagement.


The methodology you are engaged through is evidence-based — grounded in design, not opinion. The mandate you commission is overseen by Gareth personally.

Every Capstone engagement is run through a documented, evidence-based methodology the Capstone Government Selection Framework. Each appointment is anchored in a competency framework agreed before a search begins, supported by validated psychometric assessment, and delivered through a structured interview process. Every stage produces a written record that is auditable, defensible, and aligned to the accountability standards councils and state agencies operate within.

Local government and state agency executive appointments are publicly visible, politically scrutinised, and subject to accountability frameworks that simply do not exist in the private sector. Capstone's process is built around that environment, not adapted from a generalist platform. Every stage is auditable. Every recommendation is defensible. Every decision is documented to a standard that withstands review by elected members, audit committees, and the community itself.

EXECUTIVE SEARCH

Executive Search is the core of the Capstone Government Practice. Every CEO, General Manager, Director, and senior leadership search we run is delivered through the Capstone Government Selection Framework - a documented, evidence-based methodology authored in-house and applied to every engagement.



The mandate you commission is overseen personally by Clive Brown or Gareth Broadrick. Each search produces a written record that is auditable from first brief to final recommendation - defensible to elected members, audit committees, and the community.

INTERIM SOLUTIONS

Executive Interim engagements place experienced senior leaders and professionals into local government and state agencies during periods of transition: acting CEO and Director appointments, transformation leadership, post-departure stabilisation, or specialist capability ahead of a permanent appointment.



Each interim is shortlisted using the same assessment rigour applied to permanent searches - competency-anchored, psychometrically benchmarked, and personally vetted by the Practice lead. Capstone does not place from a generic interim pool. Every engagement is purpose-matched to the specific operating context of the council or agency, and the candidate is selected against the same evidence base used in our permanent search work.

BOARD ADVISORY

Board Advisory provides confidential counsel to Chairs and Ministers on the highest-stakes leadership decisions: contested CEO appointments, post-inquiry succession, executive performance and exit, governance restoration after public failure, and the structuring of selection processes that must withstand external scrutiny.



This is not executive search. It is the strategic counsel that sits around an appointment decision - independent assessment of incumbent executives, structuring of selection panels and probity frameworks, advice on appointment defensibility, and direct support when navigating politically complex leadership change.
