AlburyCity is one of regional Australia's most significant urban centres, the commercial, cultural and service heart of a cross-border community on the Murray River. It is a growing city, and growth of this scale places real demands on an organisation's finances: major infrastructure to fund, rising cost pressures to manage, and a community rightly focused on value and long-term sustainability.

Council is currently engaging its community on a potential Special Rate Variation, a conversation about how AlburyCity funds the services and infrastructure the city will need for decades to come. It is against this backdrop that Council has created a new executive role: a Chief Financial Officer to lead its financial strategy at a genuinely pivotal moment.

The Opportunity
Reporting to the Deputy CEO, Business, Growth and Community, and sitting on the Executive Leadership Group, the Chief Financial Officer is AlburyCity's principal financial advisor, Responsible Accounting Officer and Responsible Reporting Officer under the Local Government Act 1993.
This is a role of genuine influence. You will lead the Finance, Procurement and Project Management Office functions, and oversee the disciplines that keep the organisation sustainable: long-term financial planning, budgeting and modelling, treasury, rating and revenue, internal controls, and the governance of a substantial capital works program.
As a newly created position, it carries a clear mandate: to embed evidence-based financial decision-making across the organisation, to strengthen the link between affordability and ambition, and to ensure that every strategic choice Council makes is grounded in sound numbers. This is stewardship with purpose, building the financial capability of the whole organisation so that good decisions become the norm.

What You Will Lead
  • Council's financial sustainability and fiscal management agenda, including long-term financial planning, budgeting, financial modelling and the delivery of efficiencies and cost containment
  • Strategic oversight of financial operations: rating, revenue, debt, treasury, statutory and management reporting, procurement and contract management
  • Governance of the capital works program through the Project Management Office, ensuring prioritisation, affordability, funding alignment and delivery
  • The Finance, Procurement and PMO teams, through three Team Leaders, fostering a high-performing, accountable and continuously improving culture

What You Will Bring
Y ou are an accomplished senior finance leader with deep expertise in corporate financial management: long-term planning, budgeting, treasury, modelling and financial sustainability. You hold tertiary qualifications in Finance, Business, Management or a related field. Essential to the role, you hold a current CA or CPA qualification.
You combine technical authority with the judgement to operate in a politically sensitive environment, balancing competing priorities while holding the confidence of Councillors, executive colleagues and the community. You interpret legislation with confidence, you translate complex financial matters into clear advice, and you lead people exceptionally well. This is a role where people leadership is central. You will build and rebuild a capable, cohesive finance function, leading teams through change and shaping a culture of accountability, engagement and continuous improvement.
A sound understanding of NSW Local Government legislation, Australian Accounting Standards and Integrated Planning and Reporting obligations will see you make an early impact. Just as importantly, you bring the integrity and steadiness this moment asks of the role.
